this estimate of $2,210,000 was drawn out ( in October 1930) other points have arisen. The Waterworks consulting Engineer who recently visited Hong Kong has made certain recommendations and although these are not approved it is essential to take them into consideration in envisaging the situation from a financial point of view.

It is now estimated that to place the Waterworks

of Hong Kong on a satisfactory footing until the year 1945 further expenditure is necessary. It comprises completion of the 1st Section and construction of the 2nd Section of the Shing lun Scheme as enlarged by the Consulting Engineer and other of his recommendations which are detailed below. A considerable portion of this sum is to be spent on the reorganization of the Waterworks system.
